Celar is the confidential smart-contract Layer 1. Balances, amounts, and contract state live under protocol-level threshold FHE — encrypted by default, verifiable by anyone. Standard Solidity, standard wallets, zero new opcodes. The decryption key never exists: it lives only as shares across a 100-seat committee.
Celar is an EVM-equivalent Layer 1 blockchain where confidentiality is the protocol's data plane, not an application add-on. Contract state, balances, and transfer amounts are encrypted under threshold fully homomorphic encryption: the network computes on data no one can read, and decrypting anything requires 79 of 100 independent key-committee seats — every partial decryption signed, attributable, and slashable. Payments land on fresh stealth addresses, and a ZK shielded pool offers privacy that holds even if every validator colludes. Celar publishes what it hides and what still leaks — a full leakage matrix, and a live, falsifiable protocol-health metric.
